Gubei Civic Center, as one of the typical representatives of "a great place for Shanghai citizens" at their doorstep, has extracted innovative practices of Shanghai's cultural and tourism industry from the perspective of citizens' satisfaction. Gubei New District is home to more than 12,000 households of Chinese and foreign residents from over 50 countries and regions. At its peak, over 50% of the population were foreigners, earning the district the nickname "a little United Nations". As a civic center serving an international community, this landmark building, which integrates services such as administrative affairs, daily life, cultural exchange, and community governance, has become well-known and receives tens of thousands of visitors every month.
Gubei Civic Center has innovatively established "Five-in-One" stations, including an overseas personnel service station, a Hongqiao Overseas Talent Hub, an immigration integration service site, a bilingual tax service station, and an integrated online service station. These stations provide more than 30 services and consultation for both Chinese and foreign residents living and working in Hongqiao, making them feel the convenience at home.
At the same time, the center also has a "Better Life" service station, which introduces a number of professional institutions in areas such as daily life, healthcare, and legal affairs to provide services such as daily life assistance, healthcare, and legal consultation to residents. In the elderly meal assistance section, the latest technology is also integrated, using robots for cooking and providing residents with a "five-course" meal: rice, a large portion of meat, a small portion of meat, a vegetarian dish, and soup. The service station also functions as a waste sorting point and exchange point, promoting the concept of green and environmental protection to the international community residents and making the residents in Gubei feel the warmth at home.
In terms of cultural integration, the center has cultivated folk cultural associations such as Kunqu Opera Club and Gubei Mingxing Art Troupe, providing projects for cultural exchange between Chinese and foreign cultures, such as libraries, cultural salons, and Mingxing Opera stage. It has introduced 22 cultural social service organizations and professional institutions, forming 56 service projects. Various activities, such as parent-child picture book reading and coffee art experience, have been launched, allowing residents in Gubei to experience the wonderfulness at home.
